 WORLD BANK MISSION VISITS GUINAYANGAN FOR PROJECT MONITORING AND AUDIT

A team of people from the World Bank and the ARCDP2/CMARPRP Central and Provincial Project Office conducted project monitoring and audit of the ongoing Construction of San Isidro-Capuluan Tulon Farm-to-Market Road on December 13, 2005.  The team was headed by two representatives from the World Bank in the person of Mr. Roque Ardon of Honduras and Mr. Naresh Lakshman of India.  ARCDP2 Project Director Adelberto B. Baniqued accompanied the World Bank representatives during the whole-day mission.  The members of the WB mission were assisted by ARCDP2 CPO Senior Rural Infrastructure Engineer Vicente N. Saño, ARCDP2-CPO Finance and Administration Chief Daisy Lopez-Zeta, Quezon II Provincial Agrarian Reform Officer Alejandro C. Cruz, ARCDP2-PPO Rural Infrastructure Engineer Renato A. Jaca and ARCDP2-PPO Rural Infrastructure Engineer Jun Coronado.  The team was guided on the project site by Mayor Manuel M. Butardo, Municipal Engineer Gregoria M. Arguelles, Municipal Agrarian Reform Officer Rosario A. Arella ARCDP2 PLO-Project Engineer Gloria C. Cleope and the contractor's Project Engineer Corazon A. Marjes.

 

The team arrived in Guinayangan at about 12 noon.  They first have a courtesy call with Mayor Manuel M. Butardo.  The financial status of the project was then evaluated by the team scrutinizing on how the fund was being disbursed, on the ARCDP2/CMARPRP-LGU cost sharing scheme and on the financial status of the project.  Assisting them in the financial evaluation was Municipal Accountant Reynaldo F. Molines.

Afterwards the whole team proceeded to the project site which is approximately 13 km from the Poblacion area through a 1-hour boat-ride via the Ragay Gulf.  Upon arrival at the project site, the team inspected the contractor's bunkhouse and proceeded to the construction site where the box culvert, all concrete works (PCCP - Item 31) and all pipe culverts (RCPC - Items 50-A and 50-B) were inspected and evaluated.  Some of the sub-project beneficiaries were also met during the mission.  Finally, after all inspection, monitoring and auditing has been done, the team called it a day and went bank to the town proper and proceeded back to ARCDP Provincial Project Office in Gumaca.

  

MAYOR BUTARDO THANKS WORLD BANK FOR THE DEVELOPMENT PROJECTS BROUGHT TO GUINAYANGAN, QUEZON

Mayor Manuel M. Butardo was very elated when the news of another WORLD BANK-CMARPRP assisted project has been approved by the ARCDP2 Sub-Project Approval Committee (SAC) for implementation in Guinayangan in 2006.  This is the 7-km Ligpit Bantayan-Sitio Duhatan-Capuluan Central Barangay Road Construction Project in SICAP2 ARC. The total estimated cost of the project is Php 12 Million.  Invitation to Apply for Eligibility and to Bid for the sub-project has been published in this website and at a leading newspaper (Philippine Daily Tribune) since 8th of December 2005. 

To recall, the influx of WORLD BANK assisted projects in the municipality started in 1998 when Mayor Butardo also started his first Term of Office as the Municipal Mayor.  Now on his 3rd term as municipal mayor, the latest approved project mentioned above became the 8th World Bank assisted Sub-Project to be implemented in the municipality.  During a dinner, Mayor Butardo extended his thanks to the World Bank thru its representatives Mr. Roque Ardon of Honduras and Mr. Naresh Lakshman of India who visited Guinayangan on Dec. 13, 2005 for the monitoring and audit of the on-going WB assisted sub-project in the municipality.
